Music Row Parking Policy — Public Status Record 2/11/26

This page documents SoundFront’s efforts to seek clarification regarding the Music Row parking policy and its potential impact on session musicians, union members, and other music professionals who work in the district.

Initial Outreach

SoundFront, in coordination with music professionals and union leadership, initiated outreach after learning of the proposed policy change. Early communication included phone calls and email correspondence with multiple officials, during which concerns were raised regarding the impact on working musicians.

During this period, responses were received and discussions occurred. Those responses acknowledged the concerns raised and indicated that the issue was being reviewed.

Holiday Period and Perceived Pause

Following this initial exchange, further action appeared to slow during the holiday period. While the situation was understood at the time to be paused pending review, no written confirmation of a formal pause or procedural hold was issued.

Request for Documentation and Clarification

Subsequent to the holiday period, SoundFront requested clarification to reconcile conflicting information regarding stakeholder outreach.

Specifically, SoundFront requested documentation confirming:

Union Confirmation

Union leadership later confirmed to SoundFront that they were not contacted as part of any documented stakeholder outreach regarding this policy.

This created a direct discrepancy between public statements indicating outreach occurred and confirmations from impacted parties stating they were not consulted.

Current Status

As of this update:

Approval of a policy does not negate the need for documented clarification when conflicting information exists, particularly when essential labor groups are affected.

UPDATE — 02/11/26

NDOT Director Diana Alarcon responded to the initial inquiry regarding Music Row parking and advised that a formal public records request would be required to obtain the relevant documentation. As of 02/12/26 that request has been submitted under the Tennessee Public Records Act. The requested records are expected to provide additional clarity regarding the timeline, decision-making process, and considerations related to recent parking changes impacting Music Row access.


Update: Follow-Up Sent After Extended Non-Response

Date: April 30, 2026

A follow-up email has been sent to Phillip Jones, current NDOT contact, regarding the Music Row parking inquiry and associated public records request.

Initial outreach was sent on March 6, 2026. As of this update, no response has been received.

This inquiry is based on documented concerns from working musicians regarding parking access on Music Row, particularly as it relates to the practical needs of loading equipment and maintaining access to nearby performance and studio spaces.

Given the number of musicians affected and the role of industry stakeholders in this area, clarification regarding notification, engagement, and decision-making processes remains an active point of inquiry.

This update reflects a lapse in response following a reasonable timeframe and marks the continuation of a publicly documented timeline tracking communication, response status, and related developments.


Music Row Parking Update

Date: May 14, 2026


As of this update, no additional response has been received from NDOT beyond the previously issued extensions and partial public records batches associated with the ongoing Music Row parking inquiry and TPRA request timeline.


A follow-up communication was sent on April 30, 2026 after an extended lapse in response.


Currently, “something is in the works” is the only information that has been communicated by other stakeholders. At this time, no formal clarification or publicly available details have been provided regarding what that statement specifically refers to.


The underlying concern remains unchanged.


This inquiry has never been limited to parking meters alone. It concerns the broader issue of whether Nashville’s working music community is being meaningfully considered in decisions that directly affect its ability to function within the city.


These policies and infrastructure decisions impact:


- musicians

- engineers

- producers

- touring personnel

- venue workers

- songwriters

- contractors

- support crews

- independent music workers

- and the broader ecosystem of individuals who contribute to Nashville’s music economy while living and paying taxes within the city


Questions regarding notification, stakeholder engagement, access considerations, loading logistics, enforcement practices, and long-term planning remain active points of inquiry.


The concern is not simply inconvenience. The concern is representation.


The working music community represents one of the primary stakeholder groups affected by these decisions, yet many individuals within that community continue to express uncertainty regarding how these policies are being developed, communicated, and evaluated.


Non-union music workers currently have no formal representation within these conversations despite being directly affected stakeholders in the Music Row parking discussion and related infrastructure decisions. This extends beyond Music Row itself and applies more broadly to future policy conversations affecting Nashville’s independent music workforce and the tourism economy that workforce helps sustain.
